to create a new boot entry with efibootmgr, you need to specify quite a few parameters.

Here goes:

sudo efibootmgr -c -d /dev/sda -p 1 -L "Debian" -l "EFIdebiangrubx64.efi"
this creates a new boot entry ('-c'), specifies that the ESP is on sda1 ('-d /dev/sda -p 1') gives it the name Debian, and specifies the boot loader as "EFIdebiangrubx64.efi".
